Choppy Calls, Happy Customers: Fixing Voice Quality at the Network Layer

July 29, 2025 By Andrew

Have you ever experienced this?

A frustrated customer calls their ISP complaining that every phone conversation sounds like a badly dubbed sci-fi film. Voices break up, syllables stretch unnaturally, and sometimes entire sentences vanish into the void. It’s not just annoying — it’s unusable.

Eventually, the culprit is found: a misconfigured network switch that’s throttling UDP packets during peak hours. And since VoIP relies heavily on UDP, especially for real-time audio, every call that crosses that switch suffers.

More and more of our clients are turning to us for help with IP networking — so we’re currently publishing a series of articles where we focus on key lessons and strategies from the front lines of IP and VoIP convergence.

Voice rides the broadband rails

When your voice traffic runs over the same infrastructure as your customers’ streaming video, gaming, and file downloads, you need more than just bandwidth. You need control. VoIP (Voice over IP) packets are time-sensitive, and even small amounts of delay, jitter, or loss can cause audible problems.

Understanding how VoIP flows through the network is essential. From the customer’s ATA or hosted phone, voice packets are typically sent using RTP over UDP. These packets traverse access networks, switches, routers, and possibly the public internet before reaching a softswitch or SBC.

Every hop, every queue, every buffer is a chance for delay.

Three invisible enemies

  1. Latency – Even 100ms of one-way delay starts to make conversations feel unnatural. Beyond 150ms, you’ll hear complaints.
  2. Jitter – Variability in packet arrival time causes choppy audio. Jitter buffers can help, but at the cost of adding more latency!
  3. Packet Loss – VoIP doesn’t retransmit lost packets. If too many are dropped, words start disappearing.

These issues can arise anywhere in the path — from oversubscribed wireless links at a customer’s home to overutilized upstream circuits.

Building a voice-friendly IP network

There are proven strategies to help mitigate these problems:

  • Quality of Service (QoS): Prioritize RTP and SIP traffic across your switches and routers. Classify and tag VoIP with DSCP values.
  • Traffic Shaping and Policing: Ensure that other traffic types (like large file transfers) don’t dominate shared links.
  • Capacity Planning: Monitor peak usage across access and backhaul segments to prevent congestion.

Even a perfectly engineered voice platform can be undermined by the IP network if voice isn’t treated as a special class of service.

You can’t fix what you can’t see

Effective troubleshooting and monitoring tools are key. Ping and traceroute are a start, but they only tell part of the story. To really understand voice performance:

  • Use packet capture to trace RTP streams and measure jitter, delay, and loss.
  • Implement MOS (Mean Opinion Score) monitoring for real-time quality metrics.
  • Deploy NetFlow or IPFIX to understand traffic flows and spot anomalies.

Bridging the IP-VoIP gap

We’ve worked with many ISPs and voice providers who have solid IP and voice teams — but the problems live in the gap between them. It’s in that space, where IP networking decisions collide with voice protocols, that things fall apart.

That’s where we come in. Our consulting team understands both worlds. We help identify root causes, configure equipment, and train teams so that you can deliver reliable, high-quality voice — even on a busy network.

If your customers are hearing robotic voices, we can help make them sound human again.
