Introduction
The waiting is over. Yesterday the FCC finally dropped a firm deadline like a mic at a press conference — or rather the Federal Register did.
As of December 15, 2025, all US-based voice service providers are required to block calls based on a “reasonable Do Not Originate” list — part of the FCC’s ongoing fight against illegal robocalls.
If your network isn’t set up to block those calls? You could be in breach of federal regulations.

What’s behind the change?
This requirement stems from the FCC’s Eighth Report and Order, which gives teeth to the idea of using DNO lists to proactively block spoofed calls. The logic is simple: if a number should never originate calls (think inbound-only numbers like the IRS), then any attempt to use it as a caller ID is probably malicious.
The FCC isn’t creating its own list but instead allows carriers to rely on reasonable third-party DNO lists — like those managed by the Industry Traceback Group.
What you’re required to do
No later than December 15, 2025, voice service providers must:
- Block calls that are highly likely to be illegal based on caller ID.
- Implement blocking using a reasonable DNO list.
- Maintain updated DNO data to ensure ongoing compliance.
